 摘要：习近平总书记在江西考察时强调，“坚持产业兴农、质量兴农、绿色兴农，把农业建设成为大产业，加快建设农业强省”。2023年中国社会科学院农村发展研究所承担了江西省人民政府、中国社会科学院战略合作重大课题，与江西省社会科学院合作，专题研究了江西省加快由农业大省转向农业强省的战略路径。研究认为，江西省作为典型的农业大省，是加快建设农业强国的重要战略结点和空间支撑区域。江西省要建设的农业强省是以粮食产业强为底色，食物质量强为优势，“土特产”结构多元化为特色，绿色生态为主线，水稻、油料、蔬菜、畜禽、水产、林业等产业为支撑，以加工、市场、品牌、农旅等凸显市场竞争优势的综合型农业强省。江西省要抢占贯彻落实“大食物观”全链条构建“土特产”发展机制的先机，立足发展现代化大农业，全区域、全链条统筹开发食物资源，建设辐射全国的区域性优质农副产品生产和供应基地，探索具有江西特色的内生型创新驱动农业强省建设之路。为此，课题组提出了江西省建设农业强省的战略目标、空间布局、推进机制和关键举措等方面的建议，并围绕科技赋能、现代农业经营体系、粮油产业、“土特产”、宜居宜业和美乡村等关键领域进行了专题研究，提出了针对性对策建议。

Abstract：

With the goal of accelerating the construction of a strong agricultural province, Jiangxi Province must adhere to the principles of promoting agriculture through industry, quality, and green development, and turn agriculture into a major industry. The Institute of Rural Development of the Chinese Academy of Social Sciences has collaborated with the Jiangxi Academy of Social Sciences to conduct a special study on the strategic path of accelerating the transformation of Jiangxi Province from a major agricultural province to a strong agricultural province. Jiangxi Province, as a typical agricultural province, is an important strategic node and spatial support area for accelerating the construction of an agricultural powerhouse. The agricultural strong province that Jiangxi Province aims to build is a comprehensive agricultural strong province with a strong grain industry as its foundation, strong food quality as its advantage, diversified structure of "local specialties" as its characteristic, green ecology as its main line, and industries such as rice, oilseeds, vegetables, livestock and poultry, aquatic products, forestry as its support. It highlights its market competitive advantages through processing, market, branding, and agricultural tourism. Jiangxi Province should seize the opportunity to implement the "Big Food Concept" and build a development mechanism for "local specialties" throughout the entire chain. It should coordinate the development of food resources throughout the region and chain, establish a regional high-quality agricultural and sideline product production and supply base that radiates across the country, and explore the path of building a strong agricultural province driven by endogenous innovation with Jiangxi characteristics. The research group has put forward suggestions on the strategic goals, spatial layout, promotion mechanism, and key measures for building a strong agricultural province in Jiangxi Province. They have also conducted special research on key areas such as technology empowerment, modern agricultural management system, grain and oil industry, "local specialties", livable and business friendly, and beautiful rural areas, and put forward targeted countermeasures and suggestions.

作为2023年度江西省人民政府、中国社会科学院战略合作重大课题成果，本书由中国社会科学院农村发展研究所与江西省社会科学院组成的联合课题组共同完成，从省域视角全面系统深入地分析研究了江西省加快由农业大省转向农业强省的战略路径。本书提出江西省是加快建设农业强国的重要战略结点和空间支撑区域，要建设的农业强省是综合型农业强省，应抢占贯彻落实“大食物观”全链条构建“土特产”发展机制的先机，探索具有江西特色的内生型创新驱动农业强省建设之路。本书在提出江西省建设农业强省的战略目标、空间布局、推进机制和关键举措等基础上，围绕科技赋能、现代农业经营体系、粮油产业、“土特产”、宜居宜业和美乡村等关键领域进行了系统论述，提出了针对性对策建议。

杜志雄，男，农学博士，二级研究员，博士生导师，享受国务院特殊津贴专家，第十四届全国政协委员。现任中国社会科学院农村发展研究所党委书记，国家社科基金重大宣传阐释项目首席专家。兼任农业农村部农村社会事业专家委员会委员、第四届国家食物与营养咨询委员会委员、中国农业经济学会副会长、中国农村发展学会副会长和中国县镇经济交流促进会会长，等。获得文化名家暨“四个一批”人才及国家“万人计划”哲学社会科学领军人才称号。近年主要从事中国农业农村现代化理论与政策问题研究。科研成果先后获得中国社会科学院及国家相关部委奖励。

芦千文，男，中国社会科学院农村发展研究所副研究员，主要研究领域为农村组织与制度、农业农村服务业，在《中国农村经济》《农业经济问题》《经济日报》等刊发论文多篇，基于调查研究的多项研究报告获得中央领导批示并转化为惠农政策。

张宜红，男，江西省社会科学院农业农村发展研究所所长、研究员，主要从事农业农村发展理论与政策研究。江西省宣传思想文化领域“四个一批”人才，中共江西省委办公厅信息决策咨询专家。主编著作3部，发表论文和理论文章20余篇。主持完成国家社科基金青年项目1项和省社科基金重大、重点、一般项目3项。研究报告80余篇，获省领导批示60余篇，其中2篇获中央领导批示，获省社科优秀成果二等奖、三等奖各3次。
